January 2015 General Membership Meeting Minutes

AFSCME COUNCIL 5 – January 28, 2015

President Kevin Norbie called the meeting to order at 6:00 p.m. on Wednesday, January 28, 2015. All Local Executive Board Members were present in person or via telephone. Attendees: Mel Preczewski, Kristin Kirchoff, Eric Mattson, Mike Nelson, Kristin Dennis, Theresa St. Aoro, Roberta Suski, Michael LaCoste, Jo Pels, and Kevin Norbie. Phone: Mike Anderson and Julie Tinkham. Excused: Bill Smith.

Introduction of Michael LaCoste, our Local’s new Business Representative. LaCoste comes from Detroit, MI, where he worked with Unite Here.


Motion made by Nelson, seconded, and carried to accept the December 2014 minutes.


The December 2014 Financial Reports were distributed and summarized by Mattson. Motion made by Mattson, seconded, and carried to accept the Balance Sheet and Revenues and Expenses Report of December 2014. Motion made by Mattson, seconded, and carried to accept the Register Report of December 2014, subject to audit.

Mattson discussed the Auditor Servicing Contract with Gary Paulson, CPA, to audit the Local’s financials for year-ending 2014. Motion made by Mattson, seconded, and carried to approve the Auditor’s (Gary Paulson) contract for the year-ending 2014 audit, for approximately $4,700.


Norbie discussed the following:
December 2014 Council 5 Executive Board meeting minutes for review.
Month of Service 2015 “Keeping the Dream Alive,” in honor of Martin Luther King, Jr., to take part in a volunteer or community service activity between March 25th and April 24th.
Lobby Alert from Local 404 to support safe staffing and lobby the Legislature to increase funding.

Council 5 internal/external job posting for a Field Director.
AFL-CIO Young Workers Summit from March 19-22 in Chicago, IL.

MN AFL-CIO Retirees Council fundraiser on April 25th. Motion made by St. Aoro, seconded, and carried to purchase two packs of tickets for the fundraiser, for a total of $10 (6 tickets).

Labor Education Service’s MN Union Women’s Retreat at Rutger’s Bay Lake Lodge from April 22-24.

Day on the Hill on March 24th at the Crowne Plaza in St. Paul. Sign up online at the Council 5 website or through one of the Local’s stewards. Motion made by Nelson, seconded, and carried to authorize the Local to pay the registration fee for DOTH for members, retirees, and family of members and retirees.

St. Paul RLF Labor Bowl on April 30th, which helps raise funds for community services through the RLF. Motion made by St. Aoro, seconded, and carried to donate $100 to the St. Paul RLF Labor Bowl.

Communication regarding sponsoring the Workday MN website through Labor Education Services.

Dennis, Tinkham, and Norbie met with AGO management and HR to discuss starting a Labor Management Committee. Dennis will be the Co-Chair for AFSCME for now and AGO management and HR is going to decide the Co-Chair from their end. Agreement was reached to schedule quarterly meetings to start with, and will discuss bylaws and rules going forward.


Kirchoff reported the following:
The Executive Board discussed amending the Local Finance Policy to allow lost time to attend Local Executive Board meetings. Motion made by Executive Board, seconded, and carried to amend the Local Finance Policy as follows: “When serving as a member of the Executive Board of the Local, elected or appointed representatives shall receive lost time, if applicable, for attending Executive Board meetings.”

Motion made by St. Aoro, seconded, and carried to defer any remaining Executive Board recommendations to the February membership meeting.


St. Aoro discussed the following:
Step 1 grievance at TRA needs to be scheduled.
Step 3 grievance filed at PCA regarding a termination.
An issue at Lottery regarding a very long wait for a reclassification.

Military Affairs:
Norbie discussed the following:
Non-certification at Camp Ripley.
Step 3 filed at St. Cloud regarding a termination. Waiting on personnel file and investigatory report.
Ryan Welles has agreed to deliver training at the upcoming Steward’s Retreat.


Pels discussed the following:
LaCoste will start working on the pending arbitrations with Tim Henderson after the Negotiation’s Assembly on January 30th.


St. Paul RLF:
St. Aoro discussed the following:
New RLF building on West 7th, which may possibly be constructed by April 2016. Looking for a temporary location for the meantime.
Candidate screenings.
Conducting 11 school board candidate screenings on Monday at 6:00 p.m.
Caucus Day on February 3rd.

Minneapolis ALC:
Nelson discussed the following:
Recap of elections.
Working partnerships.
Minneapolis and St. Louis are in the running to hold the national AFL-CIO Convention.
Council 5 Executive Board:
Mattson discussed the following:
Director reports.
Focus areas, one of which is organizing the membership over the next year.
Push for community events/outreach. Contact Michael Kuchta if an event is known.
Labor Movie Nights on Fridays at 312 Central Avenue in Minneapolis.

No update on the AGO unclassified issue.


The Local’s goal attendance for DOTH is 28 people, and Council 5’s goal is 1,000 people.

There is an imbalance between the balances at Hiway Credit Union and Key Community Bank. The Local needs to shift money from one to the other. Motion made by St. Aoro, seconded, and carried to shift money from Hiway Credit Union to set up two new CDs at Key Community Bank of $15,000 each.

Tinkham discussed an email she sent out to the members at AGO regarding upcoming negotiations and full membership. She got one card signed, and is happy to share the email to anyone interested.

Preczewski noted that she has new employee packets available if needed.


A member is undergoing a medical procedure. The Local will send a card.

Nelson invited everyone to his Retirement Open House on January 30th from 1-4 p.m. at the MN State Retirement building.
