August 2013 General Membership Meeting Minutes

AFSCME COUNCIL 5 – August 28, 2013

President Kevin Norbie called the meeting to order at 5:33 p.m. on Wednesday, August 28, 2013. All Local Executive Board Members were present in person or via telephone. Attendees: Eric Mattson, Kristin Dennis, Mike Nelson, Sharon Christensen, Theresa St. Aoro, Christi Nelson, Kristin Kirchoff, Debbie Cooper, Mel Preczewski, Julie Tinkham, and Kevin Norbie. Phone: Candi Parker, Roberta Suski, Blair Francis, and Chad Olson. Excused: Bill Smith.


Motion made by M. Nelson, seconded, and carried to accept the July 2013 minutes.


The July 2013 Financial Reports were distributed and summarized by Mattson. Motion made by Mattson, seconded, and carried to accept the Balance Sheet and Revenues and Expenses Report of July 2013. Motion made by Mattson, seconded, and carried to accept the Register Report of July 2013, subject to audit.


Norbie discussed the following:
University of Minnesota arbitration was denied.
Council 5 Executive Board meeting minutes are available to review.
Thank you from the YMCA for our donation.
Notification of Council 5 Convention update of events.
Notification of AFL-CIO Minnesota State Retirees Association Convention on September 25th.
August 16th notification of Council 5 per caps and PEOPLE contributions.
August 15th letter from Council 5 regarding a past due balance of $1.32. This has been paid and our delegation will be seated at the Council 5 Convention.
Courses are available at the University of Minnesota – Labor Education Services.
Current Fair Share list, we are down to 311 fair share members. Our goal is 150 fair share members.


Norbie reviewed the following from the Executive Board Meeting:
Goals for the next 12 months: Fair share < 150, Better Communication, Member Servicing, and Member Involvement.
Tasks to accomplish our goals: Newsletter, Website, Social Media, Grievance Tracking, Contract Distribution, Election Procedure Review Committee, Worksite Quarterlies, Union Boards at Worksites, Video Conferencing at Local Meetings, and Moving Local Meetings to Foster Participation.


St. Aoro discussed the following:
PCA Meet & Confer to discuss special 2-year project and the AFSCME positions affected by the project. St. Aoro will set this up with the PCA HR Director.
Orientations at agencies - HR doesn’t let us know of new hires. Norbie will write a letter to the HRs of the agencies we represent, informing them to contact Olson, St. Aoro, or Norbie when they hire new AFSCME employees.
Orientations should be done by experienced stewards with new stewards shadowing.
Non-certification at Housing Finance – will not grieve.
Site meeting at Tourism is needed - Concern with flex-time scheduling that has not been negotiated with AFSCME.

Dennis reported on an investigatory at Commerce.

Military Affairs:
Olson had nothing to report for Military Affairs.


C. Nelson discussed the following:
The Unsession – Governor Dayton requesting State employees and the public to submit suggestions to make Minnesota better. Council 5 is submitting for all State employees as a whole.
Child Care Providers Together – Win in Oregon brings hope to Minnesota. Council 5 will be pushing this in the Fall and there will be lost-time opportunities.
Council 5 Convention – October 3-5.
Women’s Conference – September 20-22.
Economic Benefits of Immigration Reform in Minnesota – Council 5 publication.
Article from Pete Benner – Low to no co-pays and the correlation to better health.
National AFL-CIO Convention will be electing officers.

C. Nelson will be on vacation - August 29-30.


M. Nelson reported the following:
Parks Employees in Bloomington court-ordered into bargaining unit.
Human Development in Duluth – NLRB Sanction.
Fair Trade laws.
Resolutions for Council 5 Convention will be reviewed at the next E-Board meeting.
Copies of 2 court actions for the child care workers are available to review.
Council 5 budget doing better – About $2,000 in the red.


St. Paul RLF:
St. Aoro reported the following:
Noel Nix endorsed for the White Bear Lake School Board without dissent.
Immigration Reform
Paulson & Klein pushing for endorsements.
Door knocking.
Maplewood Mayor & City Council endorsements.
St. Paul Assembly – 2nd Monday of the month – endorsed New Brighton City Council and Mounds View School Board.
Labor Day Parade – Meet at 1:00 p.m. – Call Vicky B. at the RLF to sign up.
Reception fundraiser for Chris Coleman.
Thanks to all the delegates that came to the last RLF meeting.

Minneapolis ALC:
M. Nelson reported the following:
Minneapolis North Suburbs advisory council.
Reconstructing gravestones in Wright County.
Minneapolis Mayoral race – 34 candidates.
Rank-choice voting in Minneapolis.
Mark Andrews was endorsed for Minneapolis Mayor – AFSCME made a strategic decision to not be there for endorsement.


Olson would like a current list of Military Affairs stewards.
Mattson discussed the MOU at Housing Finance – Council 5 accepted, Norbie and C. Nelson signed it.


Motion made by the Executive Board, seconded, and carried to memorialize the fair share letter that went out at the end of July 2013.
Motion made by the Executive Board, seconded, and carried for $3,000 to purchase two laptops, one for the President and one for the Secretary, and to purchase associated software and hardware.
Motion made by the Executive Board, seconded, and carried for the creation of a 5-member Election Procedures Review Committee to discuss the election procedures of the Local and to make a recommendation to the membership in 6 months. Committee members are St. Aoro (Chair), Kirchoff, Mattson, Tinkham, and Cooper.

Nominations for Council 5 Convention Delegates were opened. Allowed 30 delegates. List of nominations:

Motion made by Kirchoff, seconded, and carried for unanimous ballot for 29 delegates to the Council 5 Convention.

C. Nelson mentioned that there will be a Food Drive at the Council 5 Convention.
St. Aoro discussed having a quarterly Stewards Meeting after the Council 5 Convention convenes on Saturday, October 5th. The Stewards Meeting will be held at the Council 5 offices in Duluth at 1:00 p.m. on October 5th. Norbie will contact the Duluth office to schedule a meeting room.
Norbie invited members to his cabin in Superior for a BBQ on Wednesday, October 3rd, before the Council 5 Convention. Norbie will send out more information.
Mattson asked about a Trustee Audit during the Council 5 Convention. The Trustees will schedule it with Mattson.

Two members lost loved ones. Our sympathies go out to them.
Christensen’s grandson won the Governor’s Award for Excellence.
Mattson won the nightly drawing.
